Punjab Govt. implements Central Inspection Scheme (CIS) for periodic compliance inspections under various laws; expected to enable establishments to view and download reports within 48 hours of inspection

In an Order dated 13th March, 2019, the Department of Industries and Commerce, Punjab has announced the setting up of a Central Inspection System (“CIS”) for Ease of Doing Business in the State, to coordinate the State Government’s inspection agencies pertaining to Labour Department, Department of Industries and Commerce and Punjab Pollution Control Board.

Key Highlights:

  1. The CIS has been developed as an online link system (www.pbinspections.gov.in) which will allow the Inspection Report to be uploaded within 48 hours (2 working days) of the inspection through CIS. The users will be able to view and download the inspection reports of at least past 3 years.
  2. An email / SMS will be sent to the establishment with information on inspection forms / templates prior to the inspection process.
  3. It has been mandated that the Inspections (except in case of compliant based / surprise inspections) will be limited to the checklist as published on the Department’s CIS Website.
  4. The Department will classify the industries which would undergo inspections, based on risk criteria (such as High, Medium and Low risk), differentiate the compliance inspection requirements on risk profile of the industries, and publish well defined inspection procedure, checklist on Department’s / CIS website.
