Ministry of Road Transport and Highways specifies standards for braking systems (other than anti-lock braking systems) in various categories of vehicles

The Ministry of Road Transport and Highways (“Ministry”) has issued amendments to the Central Motor Vehicles Rules, 1989 (“Principal Rules”). The amendments specify the standards that need to be ensured by the manufacturer while equipping the vehicles with braking systems.

Background

Previously, the Ministry had specified standards for braking systems that are equipped in all motor vehicles including quadracycles in Rule 96(4)(ii). The Ministry had not individually specified the standards to be maintained for braking systems equipped in vehicles belonging to M1, M2, M3, N1, N2 and N3 categories (for details on the categories of vehicles, please refer to page 14 of the attached document titled: “Automotive Vehicles-Types -Terminology”).

Key Highlights

  1. The Ministry has specified standards to be maintained for braking systems (other than anti-lock braking systems) equipped on vehicles belonging to M1 category which are to be manufactured on and from 1stApril 2021 (in case of new vehicles) and 1stApril 2022 (in case of all vehicles). The braking systems must confirm to IS 15986:2015 or AIS 151:2018.
  1. The Ministry has specified standards to be maintained for braking systems (other than anti-lock braking systems) equipped on vehicles belonging to M2, M3, N1, N2, and N3 category which are to be manufactured on and from 1stApril 2021 (in case of new vehicles) and 1stApril 2022 (in case of all vehicles). The braking systems must confirm to IS 11852:2013.
  1. The motor vehicles categories for which Endurance Braking System Test (Type-II A test) is applicable as per IS 11852:2013 and which are to be manufactured on and after 1stApril 2022 must comply with Endurance Braking System Test (Type II-A test) as specified in IS 11852:2013.
  1. The Ministry has specified standards to be maintained for braking systems (other than anti-lock braking systems) equipped on vehicles belonging to N1 category confirming to IS 15986:2015 or AIS 151:2018. The braking systems must confirm to IS 11852:2013.
