Licensing Authorities to avoid demanding additional/irrelevant documents in processing applications for license / registration, says FSSAI

The Food Safety and Standards Authority of India (“FSSAI”) has issued a notification dated 22nd November, 2019 to the Licensing Authorities under the Food Safety Standards (Licensing and Registration of Food Business) Regulations, 2011 (“the Regulations”) asking them to avoid demanding additional documents for Food Licensing Registrations.

The said notification has been issued to reduce the inconvenience and harassment caused to the Food Business Operators (FBOs) and reduce the undue delays in processing of applications for licenses.

Key Highlights:

 

  • A list of documents is already available in the Food Licensing and Regulation System (FLRS) and Licensing Authorities may limit their queries in relation to those mentioned documents.
  • Queries are not to be asked in piece/meal manner and all deficiencies in the application are to be raised in one go.
  • The Commissioners of Food Safety and Directors, Regional Offices are told to have monthly monitoring meetings to review cases where queries have been raised more than twice, cases where additional documents have been called by District Officer/Food Safety Officer and cases of auto generated licenses due to their non-attendance by Licensing Officers.
