Haryana SPCB inserts “Atta Chakki” under Green (commercial use) and White (personal use) categories of industries for the purpose of consent management under the Air Act,1981 and Water Act,1974

In a Notification dated 26th September. 2019, the Haryana State Pollution Control Board (“Board”) has amended the categorization of industries for the purpose of consent management under the Water (Prevention and Control of Pollution) Act, 1974 (“Water Act”) and Air (Prevention and Control of Pollution) Act, 1981 (“Air Act”) as follows:

“Flour Mills (Dry Process)” under Green category of industrial sectors/projects has been replaced with “Flour Mills/Atta Chakki (Dry Process) running on commercial mode with packing facility of Atta for selling it into market (having wheat cleaning process and fugitive dust)”.

“Atta Chakki use for personal use with dry process without involving wheat cleaning processes and fugitive dust emission” has been inserted under the White Category.

The Notification is effective from 26th September, 2019.

Background:-

Previously, “Flour Mills (Dry Process)” were specified under Green Category for the purpose of consent management under Water Act and Air Act.

Atta Chakki” was not specified under any of the four different categories of industries for grant of consent to establish under the Air Act and Water Act. Consent Management Branch in Ballabgarh Region sought clarification in this regard and the Board in its 185th meeting and decided to include “Atta Chakki (Dry Process) “under the enlisted categories for consent management under Water Act, 1974 and Air Act, 1981.

Consequently, this Notification has been issued.
