EPFO permits UAN Generation without Aadhar for enrolment under Employee’s Pension Scheme

The Employees Provident Fund Organisation (“EPFO”), Ministry of Labour and Employment, Government of India has, vide Office Circular No. Pension-1/17(10)2016-17/JeevanParman dated 26th March 2018, intimated an additional route to apply for Universal Account Number (“UAN”) in case of non-possession of Aadhar Number.

The purpose for offering such additional route:

  1. facilitating membership under the Employee’s Pension Scheme, 1995 and
  2. avoiding delay in remittance of contribution in respect to new members.

The said Circular states that an employer may apply for UAN of its employee to the concerned Regional Provident Fund Commissioner (“RPFC”) by providing an undertaking through such employee stating he/she does not possess Aadhar Number. The RPFC (OIC) will generate an UAN for the concerned employee and the same will be forwarded to the employer who will be required to file the ECR.
