With an objective to simplify business regulations and to bring in transparency and accountability in compliance inspections, the Department of Labour, Haryana (“Department”) has in an Office Order dated 23rd January, 2019, adopted recommendations of the Business Reform Action Plan, 2019 and has mandated that inspection under all Labour Laws will be conducted through Central Inspection System (“CIS”), an Online Portal (www.cisharyana.in).
As per the Office Order, the compliance based statutory inspections, surprise inspections, complaint based inspections under various Labour Laws by the Officers / officials of the Labour Department, Haryana will be conducted through the CIS Portal.
Background:
As part of the Ease of Doing Business programme and the Business Reform Action Plan, 2019, the Department has broadened the scope of the inspection reforms with an aim of bringing more transparency to inspection procedures. In view of the above, the Department has adopted the following recommendations of the Business Reform Action Plan, 2019:
Recommendation 86: | Institutionalize a Central Inspection System responsible for undertaking compliance inspections of the departments concerned |
Recommendation 87: | Design and develop an online inspection system for scheduling of inspections |
Key Highlights of the Office Order:
- The final inspection report will be made available on website within 48 hours of Inspection as per the mandate of Transparent Inspection Policy (please refer to the attachment titled Transparent Inspection Policy, 2017).
- All inspections under various labour laws except inspections based on surprise inspection / complaint-based inspection will be limited to the checklists published in the Department website (hrylabour.gov.in) and Central Inspection System website (please refer to the attachment titled Checklist for Inspection under Various Labour Laws).
- The surprise inspection / complaint-based inspection under all labour laws will only be conducted after specific permission from respective Head of Department i.e., Commissioner cum Chief Inspector of Factories, Haryana, Chandigarh.
