Chhattisgarh Government imposes ban on short-life PVC and Chlorinated plastics
The Department of Housing and Environment, Government of Chhattisgarh (“Department”) has issued a notification dated 27th September, 2017 extending the ban on manufacturing, storing, importing, selling, transporting and use of plastic carry bags to short-life PVC and Chlorinated plastics in Chhattisgarh.
The Department issued following directions, applicable immediately, for implementing the ban:
- ban on industries in Chhattisgarh to manufacture plastic carry bags, short-life PVC and chlorinated plastics i.e. advertising and publicity materials (banners, flexes, hoardings, foam boards, etc. of PVC) and plastic items used for catering (cups, glasses, plates, bowls and spoons).
- ban on manufacturing, storing, importing, selling, transporting and using plastic carry bags, short-life PVC and chlorinated plastic by any person including advertiser, shopkeeper, vendor, wholesaler or retailer, trader, hawker, etc. This leads to banning of advertising and publicity materials using (banners, flexes, hoardings, foam boards etc. made of PVC) and use of plastic items used for catering (cups, glasses, plates, bowls and spoons) in Chhattisgarh.
Exemption: Plastic carry bags manufactured exclusively for export purposes against any export order.
The said ban by the Chhattisgarh Government is in furtherance to the order passed by the National Green Tribunal, Principal Bench, New Delhi in the matter of Mrs. Almitra H. Patel and Anr Vs. Union of India and Ors O. A. No. 199/2014, directing the State Governments to consider and pass appropriate directions in relation to ban on short-life PVC and chlorinated plastics.
