Telangana Labour Department amends the Factories Rules, now high vibration levels to be considered under “dangerous operations”; w.e.f 30.01.2020

The Labour Employment Training and Factories Department of Telangana has informed that amendments to the Telangana Factories Rules, 1950 (“Rules”), relating to Operations involving High Noise and Vibration levels will be published in the Official Gazette on 30th January, 2020 and will come into effect on the same date. The changes as per the amendment are detailed in the trail.

 

With the amendment being notified, vibration levels as a category will fall under the purview of dangerous operations along with noise levels under the Rule 95.

 

Background :

 

The Labour Employment Training and Factories Department, Government of Telangana (“Department”), through a notification dated 3rd December 2019, had proposed amendments to the Telangana Factories Rules, 1950 (“Rules”), in relation to operations involving high noise levels.

 

With the proposed amendment, the Government had planned to include vibration levels as a category under dangerous operations along with noise levels, this is covered under Rule 95 of the Rules.

 

Vibration in the amendment, has been defined as “a mechanical phenomenon where by oscillations occur about equilibrium point. The oscillations may be periodic or random.”

High vibration has been defined as “any exposure greater than the exposure limit value and action value” as specified in clause 3 of Part B of Schedule XXVII. For the purpose of including vibration levels to dangerous operations, a separate part (Part B) is being introduced under Schedule XXVII. This part under the amended schedule will apply to all operations in a manufacturing part of a process having high undesired vibrations.
