Punjab Pollution Control Board directs industries to upload the application for ‘Consent to Establish’ online through OCMMS

The Punjab Pollution Control Board (“Board”) has, by an Office Order dated 3rd May, 2018, stated that Industries will be required to upload the application for obtaining ‘Consent to Establish’ (NOC) of the Board through the Online Consent Management & Monitoring System (“OCMMS”).

The Industries have to upload such NOC application, once they have been granted Environmental Clearance under the Press Note 17 (1984) of the Board or Site Clearance under the Factories Act, 1948 (“Clearances”) by the SCA-cum-SAC (State Competent Authority – cum – Site Appraisal Committee).

The Board has also informed that it’s regional offices, while forwarding the NOC application for various industries to the zonal office, will also upload the report submitted by the industries for SCA-cum-SAC clearance and no verification shall be carried out while forwarding the matter to the concerned officer.

Background:

Previously, when the Clearances were granted by the SCA-cum-SAC, the concerned offices used to grant NOCs to the industries on the basis of the documents submitted for site approval / environmental clearance in offline mode.

In order to maintain the data of the SCA-cum-SAC applications online, the Board issued this Office Order.
