The Petroleum and Explosives Safety Organisation (“PESO”) issued a notification thereby extending the cut-off date for re-issue of licenses under the Explosives Rules, 2008 (“Explosives Rules”) and Ammonium Nitrate Rules, 2012 (“Nitrate Rules”) to 14th July, 2017. This extension is in view of license holders facing difficulties with the online procedures of e-filing and e-payments.

Background:

Earlier, the PESO had launched online services for e-filing of applications and e-payment facilities. In line with such online services, the e-filing of applications and e-payment were made mandatory from 1st April, 2017. Therefore, all license holders of the Explosives Rules and Nitrate Rules were advised to get acquainted with the web portal and its processes in advance.

PESO further directed that all the existing license holders holding manual license under the Explosives Rules and Nitrate Rules must get their manual license re-issued (Backlog Entry) through Licensing System for District Authorities (“LSDA”).

Current position:

In view of issues being faced by the license holders in accessing the online portal, PESO has extended the cut-off date for re-issue of manual license to 14th July, 2017. The PESO has also directed the existing license holders to submit the following documents to the District Authority before 14th July, 2017:

  1. Filled and signed INPUT FORM – (Explosives) or INPUT FORM – (Ammonium Nitrate) available in the login page of ERS and ANRS.
  2. Original copy of manually issued DM’s license for surrender to DM’s office.
  3. Five copies of color photographs of the occupier signed by him on the face of the photograph for affixing on the online granted license.
