Central Board of Indirect Taxes and Customs (CBIC) has issued Circular No. 19/2019 – Customs to bring in the facility for uploading of digitally signed Licenses /Permits /Certificates /Other Authorizations (LPCOs) as detailed in Annexure-I (herewith mentioned in the attached Circular) for certain new Participating Government Agencies (PGAs) on e-SANCHIT. Thus, beneficiaries i.e. importer/exporters/customs brokers would no longer be allowed to upload the previously issued LPCOs on eSANCHIT with effect from 1st day of August, 2019, as the facility to upload LPCO’s are fully made available to these PGA’s. Further, PGA’s will be communicating with the beneficiaries through ICEGATE and therefore beneficiary registration in ICEGATE (through simplified auto registration based on email ids provided by them under GST without digital signature) would be of utmost importance.
Also, PGAs are required to upload the LPCOs issued by them during the last 15 days from above cut-off date. Any LPCOs issued on a prior date may also be uploaded by the PGAs on eSANCHIT, in order to enable the beneficiary to utilize the same.
