Ministry of Labour and Employment digitizes the process of Registration and obtaining License and proposes to amend the Contract Labour (Regulation and Abolition) Central Rules,1971
In one of its move towards ease of doing business, and promoting the concept of ‘Digital India’ the Ministry of Labour & Employment has launched an Online Registration process through the Shram Suvidha Portal and has proposed to amend the Contract Labour (Regulation and Abolition) Central Rules,1971 and has temporarily rolled out the draft of Contract Labour (Regulation and Abolition) Central (Amendment) Rules, 2018.
Key highlights of the amendments are:
• Application for registration of establishments is to be made through the Shram Suvidha Portal and registration fee is to be paid online.
• An automated acknowledgment and certificate of registration under Form I annexed to the Rationalisation of Forms and Reports under Certain Labour Laws Rules, 2017 will be generated electronically on the web portal itself.
• Any change in ownership or management relating to any establishment is to be intimated online, on the web portal itself. If such change requires higher registration fee, the additional amount is to be paid by e-payment.
Similar online procedures with the same implications are followed for getting a License as well on these lines:
• Application for licence has to be submitted online on the Shram Suvidha Portal of the Ministry of Labour and any fee or security deposit has to be made by e-payment, any acknowledgement or information relating to application of licence and payment of any fee or security deposit will be generated electronically on the Portal and the licence will be generated online on the Portal itself.
