Ministry of Environment, Forest and Climate Change proposes categorisation of fly ash based products; invites comments till 25th April 2019

The Ministry of Environment, Forest and Climate Change (“Ministry”)  had previously issued directions in a notification bearing the number S.O. 763(E) dated 14th September, 1999 (“Old Notification”) for restricting the excavation of top soil for manufacture of bricks and promoting the utilization of fly ash in the manufacturing of building materials and in construction activity within a specified radius of three hundred kilometers from coal or lignite based thermal power plants.

Recently, on 25th February, 2019, the Ministry has proposed to make amendments in the Old Notification. It has also proposed categorisation of “fly ash -based products” based on the minimum fly ash content present building materials or products.

For example, if cement contains ash that is equivalent to 15% of total raw materials, then it will be considered as a fly ash -based product.

Comments and suggestions are invited till 25th April, 2019 to be addressed to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jor Bagh Road, New Delhi-110003, or to be sent to Director (HSMD) whose email address is m.gangeya@gov.in.
