Haryana State Pollution Control Board makes it mandatory to apply for first CTO only through the Haryana Enterprises Promotion Centre portal

In an Office Order dated 16th August, 2017, the Haryana State Pollution Control Board (“HSPCB”) has directed all new investors / units to obtain their first Consent to Operate (“CTO”) only through the portal of the Haryana Enterprises Promotion Centre (“HEPC”) i.e. https://investharyana.in

Background:

With a view to enhance the ease of doing business in State of Haryana, the HEPC had issued an office Memo dated 31st July, 2017, asking the application for CTO by new investors / enterprises to be routed through the HEPC portal.

HSPCB noticed that currently even CTE applications are not received through HSPCB portal, rather they are being submitted through the HEPC portal.

Therefore, HSPCB has now decided to stop receiving applications from new investors / units for grant of first CTO under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, through HSPCB’s portal.
