DGFT amends provisions relating to certification of installation of capital goods and fulfilment of export obligation under EPCG Scheme

Directorate General of Foreign Trade (DGFT) has issued Public Notice No. 31 and 32 dated 29th August, 2018 to amend Para 5.04(a) of the Handbook of Procedures 2015-20 related to submission of Certification of installation of Capital Goods and Para 5.14(b) of the Handbook of Procedures 2015-20 related to block-wise fulfilment of export obligation under the Export Promotion of Capital Goods (EPCG) Scheme respectively.

The Key points of the amendments are:

1.    The EPCG Authorisation holders shall now be permitted to shift the capital goods imported during the entire export obligation period to their other units mentioned in the lmport Export Code(IEC) and Registration Cum Membership Certificate (RCMC) subject to production of fresh installation certificate to the concerned Regional Authority (RA) within six months of such shifting.

2.    The EPCG Authorisation holders shall now be able to intimate the Regional Authority(RA) on the fulfilment of the export obligation, as well as average exports, within three months of completion of the block without Digital Signature.
