Consumer Affairs Ministry permits use of stickers to indicate revised retail sale price on pre-packaged commodities, as GST rates drop

With a view to ensure that the benefit of reduced GST rates on certain items is passed on to the consumer, the Ministry of Consumer Affairs, Food and Public Distribution (“Ministry”) has issued an order on 27th July 2018 permitting affixing of stickers for revising the retail sale price of pre-packaged commodities. This order has been issued in the light of the recent revision of MRP of pre-packaged commodities owing to reduction in GST by the GST Council on 21st July 2018.

Consequently, permission is granted under the Legal Metrology (Packaged Commodities) Rules, 2011, to declare the reduced MRP on the pre-packaged commodity by affixing an additional sticker or by way of stamping or by online printing. The earlier labelling/Sticker of MRP will continue to be visible.

This relaxation is applicable to unsold stocks manufactured/packed/imported for which the MRP would reduce due to reduction in the rates of GST effective 27th July, 2018.

This order is applicable up to 31st December, 2018.

Further, it has been clarified by the Ministry that any unexhausted packing material or wrapper can be used for packing of material by manufacturer or packer or importer till 31st December, 2018 or till such date the packing material or wrapper is exhausted whichever is earlier after making necessary corrections required in retail MRP by way of stamping or putting sticker or online printing.
