In a recent Order dated 2nd November, 2018, the Delhi Police has directed owner/s of banking and financial / business establishments like Bank / ATMs private locker companies, jewellery shops, petrol pumps, mall / restaurants / hotels, cinema halls, cine complexes, wine and beer shops, eating houses to mandatorily set up CCTV cameras to cover the outer / periphery critical areas.
This Order is effective between 01.11.18 to 30.12.2018 and will remain in force for a period of 60 days i.e. up to (both days inclusive) unless withdrawn earlier.
In line with this Order, all owners of financial and commercial establishments having operations within the jurisdiction of Rohini District, Delhi must adhere to the following compliances:
- Make sure that functional and good quality CCTV cameras, in sufficient number (with recording system and play back facility) have been installed which will cover the area outside (outer periphery) of your establishment.
- Make sure that the CCTV camera is capable of monitoring everyone entering and exiting the premises.
- Make sure that the recording system has the capacity to preserve a digital record of CCTV coverage for not less than 15 days.
- Make sure that the CCTV coverage may be handed over to the police, whenever required.
In case of contravention of this Order, all such establishments would be liable for punishment as per Section 188 of Indian Penal Code (“IPC”)
Minimum Penalty: Simple imprisonment for a term which may extend to 1 month or with fine which may extend to Rs. 200/-, or with both
Maximum Penalty: Imprisonment for a term which may extend to 6 months, or with fine which may extend to Rs. 1000/-, or with both.
Background:
The object of this Order is to prevent loss of life and property caused by criminals and anti-social elements. Moreover, during the court trial, the scientific evidence would carry greater weightage than oral evidence.
