Bihar State Pollution Control Board provides user manual for filing application through Online Consent Management & Monitoring System (OCMMS)

The Bihar State Pollution Control Board (“BSPCB”) has introduced an Online Consent Management & Monitoring System (OCMMS) developed by the Ministry of Environment, Forest & Climate Change, Government of India for filing consent applications.

About OCMMS: It is a web based application for Consent Management for the use of BSPCB. The system is developed to improve the efficiency of the processing of the consent applications and enhance the transparency with which the same are granted.

The users of the OCMMS are broadly divided into two categories:

  1. BSPCB User– For the use of the officers and staffs of the BSPCB only.
  2. Industry User– For the use of the Industrial Units/Health Care Establishments for filing the Consent/Authorisation Application and for tracking the submitted application and for retrieving the Granted Consents.

A “User Manual” (which is attached for your reference) has been made available on the said subject by BSPCB. The Manual provides a pictorial flowchart of how to register in OCMMS and steps to apply for a Consent to Establish and Consent to Operate.

Going forward, users can avail the procedures provided in the Manual to apply for a Consent.
