Applications for New licenses / registration to set up Wood Based Industries in Haryana must be made in ‘online mode’ only

The Chief Conservator of Forests, Protection I, Haryana, ( “Conservator”) has recently issued a Terms and Conditions document dated 12th March, 2018, making  it mandatory for all the persons willing to set up a Wood Based Industry/ies (“WBI”) in the State of Haryana to submit their application for registration in  ‘online mode’ only on the website of the Haryana Forest Department, i.e. on www.haryanaforest.gov.in.

The Conservator has asked the applicants to approach the Divisional Forest Officer of the concerned district or the office of the Member Secretary, State Level Committee (“SLC”), Haryana, in case they face any difficulty in filing the same.

The applicant must fulfil a number of preconditions in order to apply for a license to set up a WBI. The significant ones are stated hereinbelow for your reference:

  • The WBI proposed to be set up must belong to one of the following categories:
  1. Saw mill;
  2. Veneer mill;
  3. Plywood unit;
  4. MDF/HDF Board unit;
  5. Particle Board unit;
  6. MDF/HDF & Particle Board unit;
  7. Katha unit;
  8. Standalone Chipper;
  9. Standalone slicer; and
  10. Standalone press.
  • Since machinery in each category of WBI is directly linked with consumption of wood, SLC has set a limit to the minimum and maximum number of the various types of machineries that can be used in various categories of WBI for which a person wishes to apply;
  • A person can submit only one application for each category of WBI. However, in case a person wishes to apply in more than one category of WBI, then he/she should submit separate application for each category;
  • No separate license shall be issued to WBI’s falling under the categories of Standalone Chipper, Standalone slice and Standalone press, and they will only be registered; They will be required to pay the applicable one-time payment relevant to the category and fulfil all other relevant terms and conditions.
  • The following units of WBI’s will not require a license; only registration will be issued to them:
  1. Industries/Processing plants operating with a band saw, re saw or circular saw upto 30 centimetre diameter;
  2. Industries/Processing plants not using round logs of domestic origin;
  3. Industries/Processing plants using round logs of only those species which have been notified as agricultural produce in state of Haryana or exempted from the regime of felling and transit regulations as applicable in State of Haryana.

The above units will be required to pay a onetime fee relevant to them and have to fulfil all other relevant terms and conditions.

The Terms and Conditions also mentions that all the payments in connection to application for registration under any category of WBI needs to be made either online using the payment gateway facility or by submitting challans and depositing requisite amounts in the branches of Andhra Bank and State Bank of India.

The Terms and Conditions lay down the details regarding quantum of fees payable for each category of WBI and the specifications regarding the machineries to be used in each category of WBI.
